Sistem eMMKN is a fully digital platform developed in 2021 for the Melaka State Government to streamline the entire lifecycle of State Executive Council (MMKN) papers (Risalat) – from creation and technical review to multi-level approval. Replacing traditional manual processes, eMMKN enables the preparation of General Papers (Kertas Am) and Land Papers (Kertas Tanah) online, automates document generation, enforces structured workflows, and ensures complete transparency through audit trails. Built on Laravel with a clean, responsive front-end, eMMKN significantly accelerates decision-making while maintaining the highest standards of governance and accountability.

General & Land Paper Management Module
eMMKN offers two specialised creation pathways:
General Papers – Users draft Decision or Information papers by completing structured sections (title, objective, background, financial implications) and attach supporting documents.
Land Papers – A comprehensive module requiring precise land data (Lot/PT, mukim, area, boundaries, applicant type – Individual/Company/Government), ensuring all technical details are captured accurately from the start.
Multi-Level Workflow & Technical Review
A strict, role-based approval chain (Preparer → Reviewer → Certifier → Approver) guarantees rigorous scrutiny. Preparers can directly request technical comments from relevant agencies (e.g., JKR, PLANMalaysia) within the system. Reviewers provide clear “Support/Do Not Support” feedback with attachments, enabling rapid revisions and eliminating email or paper chasing.
Real-Time Dashboard & Notifications
Users enjoy an intuitive dashboard displaying live status of all Risalat (Draft, Submitted, Returned, Approved). Instant notifications and a complete audit trail keep every stakeholder informed, while Agency Administrators can efficiently manage user accounts and permissions within their departments.
